  U12 A&B DIVISION RULES

Games are scheduled for 7 innings. Extra innings is required to break a tie.  An official game is 5 innings.  The losing team must complete their turn at bat in the 5th inning.

There will be unlimited stealing of 2nd and 3rd base, no stealing home. (No advancement to home on an overthrow)

The only advancement to home is through a batted ball. Player can not advance home on a pickoff overthrow or a passed ball.  Pickoff plays are a tags at all bases

 

B Division Games only:  A runner can attempt to steal only 2nd to 3rd.  There are no continuous walks or delayed steals.  Pickoff plays by the catcher are force plays first base and tag at 2nd & 3rd base.  Runners may not advance on over throws.  No stealing of home at any time. 

Each team will have a roster of players who was 12 years old or under as of January 1st of this year.  Proof of birth date must be available to the league for review.

Each team will field 9 for A division & 10 for B division defensive players.  If short fielder is used, they must be positioned not less the 20’ behind second base at the start of each pitch.  A team must have a minimum of 8 players to start a game or they shall forfeit.  A team may continue to play a game with less than 8 players, if loss is due to injury or illness.  Loss due to ejection constitutes an automatic out each time the player’s turn comes to bat even if it’s the third out.

Both during the season and playoffs, it is optional for a manager to use either Cinderella batting, bat the same as the opposing team or bat 9 or 10 players only.  Managers can change from game to game, but must declare to the umpire(s) and opposing manager prior to start of the game. If a team does not Cinderella bat they are allowed to use the High School re-entry rule.

No limits on amount of innings a pitching can pitch, pitchers must have one foot on the rubber and the other foot on or behind the rubber at the start of each pitch. (NJ High School Rules)

 

B Division Games Only: Pitchers may pitch no more than 4 innings per game. One pitch constitutes an appearance, and an inning of pitching.  Once removed from the mound, a pitcher may not return to that position for the remainder of the game (with the exception of the starting pitcher, who may be reinserted into the pitchers position only once) Extra innings will constitute a new game and any all pitchers may be used as if it were the start of a new game.  Only the starting pitcher may reenter the game once as a pitcher.

There are free substitution, players may be removed and reinserted in the game in defensive positions, as long as Cinderella batting is being used, otherwise the one for one substitution rule is in effect, except for pitchers explained above.

 Mercy Rule is in effect 12 runs after 5 completed innings

No passed balls rule, if a runner advances when the ball passes the catcher it is considered a stolen base.  The ball is dead when the catcher throws the ball back to the pitcher. 

General Rules:

12 Inch ball will be used.

Hit batter is awarded first base, even if it hits the ground first.

NO Dropped third strike rule in the B Division

Infield fly rule is in effect

Bunting is permitted.

Bases sixty (60) feet apart.

Rubber 40 feet from home plate.

Leading is permitted after the ball has left the pitchers hand there will be no warning.  Infraction constitutes dead ball and runner is out.

Sliding is allowed and encouraged.  Interference and obstruction by base runners and fielders are as per ASA rules.

Game will be forfeited after 20 minutes if a team does not have a coach or the minimum amount of players. Games suspended due to rain or darkness will be resumed from the point where play was halted.  Ground rules concerning the length of game because of field restrictions must be disclosed before the game.

Speed up Rule is in effect for catchers and pitchers, no matter how many outs and is not mandatory. The runner used must be the last recorded out.  Teams not using Cinderella batting must use the last out or players not in the game.

Protest must be registered in the score book of each team before the next pitch. The umpire must sign the score books at this time as well.   League officials will resolve all protests with in 24 hours of notification.

If an umpire does not show up, then the managers may agree to use a carded parent or coach to umpire.  If the game is played upon the agreement of the coaches then the game is official.  If no agreement can be made on the replacement umpire then the game must be replayed at the visitor’s home site with the home team paying for the umpire.

The Managers and coaches are responsible for the conduct of his or her players, staff, and spectators.  At the discretion of the umpire(s), a team may forfeit for failing to cooperate and conduct themselves according to the general rules of sportsmanship

NOTE: Any situation not covered above will be resolved by the umpire(s) in accordance with ASA Rules.
